How does the law punish criminals who break the law just because they want to go to jail?

It is not uncommon for homeless people to break the law to go to jail just so they can have a place to live. Also, some people break the law and try to get arrested because they want to go to jail to impress their friends (it might be crazy, but it does happen.) If this happens, how to the authorities punish people without “feeding their obsession”? By putting them in jail, “feeding their obsession” is basically what they are doing.
